Although the US economy improved to over 2% in the summer, that improvement is not felt here in Cali, and certainly not Sacramento. We still have a 12% unemployment rate, lots of foreclosures, and trouble with revenue. Most Middle-Class live in a recession still and the homeless and unemployed numbers are climbing. Yet our Gov and Mayor still cling to things like a downtown remodel, a new arena for the Kings, high-speed rail for the state, etc...
